Environmental pollution has become a serious problem resulting from industrializationand urbanization in Guangzhou, which poses more challenges to environmental management.As one of the environmental management economic measures, a large number ofenvironmental protection funds have been invested by the government to provide a solidguarantee for addressing environmental problems. To make full use of these funds, makingsound and effective budget management is becoming particularly importance, which promptsGuangzhou Environmental Protection Agency to develop an Environmental Protection FundsBudget Management System (EPFBMS).Based on the studies on budget management development and application, thefunctional design and framework of EPFBMS are proposed. Then the detailed developmentgoals, principles and entire solution of the system are implemented according to the practicalapplication in Guangzhou Environmental Protection Agency. This dissertation introducesthe development method, functional framework and system modules of EPFBMS, and mainlyfocuses on the innovative features including the application of promoted open-sourceworkflow, embedded message function and integrated Silverlight technology. The designedEPFBMS has been developed by our laboratory and put into use in GuangzhouEnvironmental Protection Agency for already one year. Its application in practice shows thatthe EPFBMS can assist project managers in fully managing budget projects through multiplestatistical analyses, which can provide aided decision reference for project managers to makesound budget audit and management.
