Research On The Strategies In The Protection And Development Of The Ten-thousand-mu Orchard Wet Land In The City Of Guangzhou

Wet land, which is called the "Kidney of the earth", is a unique ecosystem that has been formed by the mutual action of the water and land on the earth and it is also one of the eco-systematic landscapes of the important living condition and the variety of the creatures in the nature. Guangzhou Ten-thousand-mu Orchard Wet Land, which is named "the South Lung" of Guangzhou, is located on the largest island in the central core district of the city, and is also the "green heart" of the central metropolitan area of Guangzhou. Being the wet land in the centre of the city, it has the more prominent ecological value and that of the humanitiesGuangzhou, as the frontier of the reform and opening policy in our country, is faced with the ever-growing serious environmental pollution and the severe situation of the residents’ living standard needed to be raised, while it enjoys the speedy development of the social economy and construction of the city. How to solve the problem of "low-carbon economy, intelligent metropolitan area and happy life as well", the Guangzhou Committee of the Chinese Communist Party and the city government have put forward the strategic arrangement of taking the road of a new-type urban development. On the other hand, led by the departments of the city government, ways to protect the ten-thousand-mu orchard are being studied, and at the same time, the protection of the wet land is being strengthened. The danger still remains that the wet land is being encroached on.Here in this article, the method which is the combination of theoretical analysis and positivist research is employed, while the latter has been given first place to. The first and the second chapters are mainly about the theoretical research. The writer mainly talks about why the research on the wet land is carried on, what has been done in researching on the wet land at home and abroad and also deals with her own train of thought in doing the research and the creative points of view. Besides, she also gives a brief introduction of the connotative description of the protection and development of the ten-thousand-mu orchard wet land and also the related basic theory. The next four chapters are about the positivist research. Taking the project of the protection and the development of the ten-thousand-mu orchard wet land as the object to be researched on, the writer gives a brief introduction of the main circumstances of the wet land protection and its development, and also analyzes the prominent problems in five aspects, including law and policy, the management of the land, the orientation of the schematization, protection mechanism and ecological maintenance. Besides, the writer expounds in detail the natural condition of the wet-land protecting zone and the essential factors of the land management, and also analyzes the necessity and feasibility of the wet land protection and development. Drawing on the experience of the protection of wet land in other parts of the country, the writer not only brings forward the ideas that we should take the strictly carrying out of the protection policy "the wet land should only be levied but never transferred" as the sally point and the overall demand, but also gives the suggestions on the protection and development of the wet land that the policy and the system should be institutionalized, that the organization and the mechanism should be meticulous, that the land should be managed scientifically and that the protection and construction should be stringent.
