Research On Countermeasures To The Domestic Separation Management Of Municipal Solid Waste From The Source

The speed of domestic urbanization, which has led to lots of urban disease, isincreasingly improving with the development of economy. One of these problems is themanagement of municipal solid waste. The management of municipal solid waste is aorganic system which formed by a number of links and the separation management fromthe source has great significance to the whole system. It plays an important part indetermining the complexity and effect of all the subsequent links. Promoting the resources’circulation, protecting the ecological environment and planning a harmonious developmentbetween human and nature need to improve the separation efficiency of municipal solidwaste from the source.Firstly, this paper introduces research status about separation management ofmunicipal solid waste from the source, enumerates the basic concepts and basic theoriesrelated to this research, which include the value of garbage, amount of separate collectionof municipal solid waste, behavior of separation to municipal solid waste from the source.Secondly it summarizes valuable experience from other countries’ practice, includingGermany and Sweden, which could be used in our solid waste management. Thirdly itanalysis the necessity and feasibility of separation of municipal solid waste from the sourceat several aspects which include waste disposal technology,“the three goals” of wastemanagement and so on. Fourthly it discusses reasons for the poor efficiency of separationin cities of our country and point it out that the concepts and habits of residents, livingenvironment of municipal residents, the short of laws and regulations and the missing ofreward and punishment mechanism, the unreasonable ways of collection and managementto municipal waste are all the important influencing factors. On the basis of all theliterature analysis and comparative study above a countermeasure system includes twoparts is proposed in the concluding section. The first part contains establishing andperfecting the laws and regulations system and the standard system for classification,carrying out publicity and education work, designing appropriate device for garbage,economic measures, introducing enterprise system of responsibility. As indemnificatorymeasures the second part includes setting garbage supervisors, reward and punishmentmechanism, deposit refund system and promoting the industrialization of waste disposal.
