Environmental Supervision Of Exxon Mobil LNG Construction Project

This theis explores the new environmental supervision who the owner side plays the leading role but that is different with the normal supervision by the independent third-party. This supervision mode is introduced by Exxon Mobil LNG project and jointly fulfilled by Exxon Mobil, Mol and Hudong Zhonghua Shipyard. EM LNG project basing on the Chinese rules and standards and considering of the project management mode of Western world standardizes, systemizes and comprehensivizes its project enviroment management in order to reduce polluting emission, mitigate environmental risk and prevent any destruction for the arounding society.The first chapter of this paper introduces the background of project environmental supervision and its connotation, the difference between LNG project environmental supervision and others, the strategy in the similar oversea industries to definite the theoretical basis and the implementation mainstays.Followingly, the second and third chapter mainly concertrate on the basic theories and the chief principles of environmental supervision, the framework and the implementing process, the soft source and legal liability to support well for its formally running.Chapter4, chapter5and chapter6mostly sketch the main works in the preparation and planning period of environmental supervision. Chapter7, chapter8, chapter9and chapter10formulate all process in the construction period. The chapter11briefly decribe the relevant contents for the final delivery of project, In those chapters, it tries to combine theory with practice emaples and develop with conception, actuality, and solutions so as to clear every details and every process in project environmental supervision.Throught research of these11chapters, this paper is to approach an available and reasonable project environmental supervision mode of shipbuilding and offshore construction in China, achieve the standardization, systematization and normalization, construct an ideal preject environmental management system, and follow all measures and procedures to gain the sucessful end reducing the bad effects and obtain both economic and environmental benefit.
