With the rapid growth of economic, the concept of sustainable development has been widely accepted. As an important way of transportation, Rail transport is a main source of energy consumption and emissions. Therefore, it is important for the low-carbon transportation to control the emissions of carbon dioxide effectively, and establish a low-carbon and green system of rail transport. But in fact, people don’t have an accurate awareness on the concept of low-carbon and green development, the industry also does not have a comprehensive evaluation for the low-carbon and green development of rail transport system. Based on it, the paper combines the concept of low-carbon and green development and characteristics of rail transport from reality, and with the cloud model, carry out a systematic study for the indicator system and evaluation system of it. The related research achievements are as followed:Firstly, the paper elaborates the meaning of the concept of low-carbon and green, summarizes the current conditions of the low-carbon and green rail transport, and reflects the urgency and necessity for the construction of low-carbon and green system.Secondly, the inner mechanism of the rail transport is studied from the four aspects, included the channel system, the power system, the communication system and the operating system, which can contribute to working up the evaluation system.Then combined with the current conditions of rail transport, the paper establishes the evaluation index system of low-carbon and green railway transport, and elaborates the meaning of each basic indicator. Based on the index system, establishes a comprehensive evaluation system of rail transport based on cloud model. Then as a case, analyze the railway from Beijing to Harbin to provide a reference for the paper.Finally, the paper provides appropriate suggestions for the development of Chinese low-carbon and green rail transport against the existing problems.
