With the rising of China coal-mining cities, the exhaustion of coal resources and enlargement of economic transformation pressure increasingly became apparent. What’s worse, the coal mining subsidence area is also gradually increased. In this situation, Construction of Mining Subsidence Land Reclamation Area, as the main way to solving the problem of coal mining subsidence area, gets much more attention. And it becomes one of the most effective measures to improve ecological environment of coal-mining cities. The general idea of this article is:use remote sensing technology, combined with DEM data, data collection and information extraction of the study area; combined with the general ecological evaluation system to construct a characteristic one; and on this basis, to come up with the concept of Analysis System of Regional Ecological Economic Society (EES); to comprehensively analyze the relationship among ecology, society and economy, providing a basis for the ecology improvement of China coal-mining cities.Following is the example of Nanhu Ecological Model Forest in Tangshan City, Hebei Province, as a survey region. Through comprehensive analysis of wild&remote sensing data, it is to prove the realistic feasibility of coal-mining subsidence area ecological evaluation system. The detailed steps are as follows:(1) Using remote sensing technology, combined with DEM data, data collection and information extraction of the study area;(2) to complete the collection of ecologic evaluation system by combining with the eco-evaluation system; to finish the ecological evaluation hierarchy of survey area by remote-sending image procession of Landsat8through GIS Software, and analysis of the data in survey region.(The whole Nanhu Ecological Model Forest is divided into four levels: Primary level Risk Area is in the central part of this forest—Nanhu Water Landscape District, with maximum comprehensive risk value; outskirt of Primary Risk Area—the nature ecologic restoration&dense forest landscape area, is in the scope of the Secondary Risk Area; the third level risk area belongs to Cultural living Landscape Area; Lastly, because of the low index of ecology elasticity&Landscape Fragility, as well as less risk resource and smaller probability, water body and cultural living area is partitioned into Fourth Level Risk Area with minimum value-at-risk;(3) According to the social system of regional ecological economy system (EES), to analyze the specific circumstance in which Nanhu Ecological Model Forest is the premises of the existence of forestry farm, as well as the nearby economic&social system.:only under the premises of the existence of forestry farm, could the forestry do purify the environment and conserve soil&water, realize the virtuous circle of sustainable harmonized development. Therefore, when we exploit the Mining Subsidence Land, we should take economic risk value&sustainable development into consideration, as well as society&economic benefit, so as to promote the sustainable utilization of tourism&ecology resource, Ultimately, we could achieve the healthy harmony development of Mining Subsidence Land Reclamation Area.
