With China’s economic development and water resources over-exploitation,sudden pollution events of water sources are increasing. how to deal with suddenwater pollution accidents rapidly and effectively, and how to protect the security ofwater supply and the environment security of water source areas are the importantquestions to be faced. At present, there are about2/3of the population are drinkinggroundwater, and about2/3of the cities and irrigation are using groundwater as themain source of water supply. Groundwater sources provide most of the drinking water.The main part of this subject is emergency response system for sudden pollutionabout groundwater sources, providing technology program for sudden environmentalpollution incident and improving the capacity of dealing with sudden environmentalpollution incidents quickly and efficiently.This paper builds the library of groundwater water pollution cases in base ofanalyzing domestic groundwater water pollution cases in nesrly20years. The maintypes of pollution are chemistry, heavy metals and oils. And build the library ofemergency disposal technology about groundwater water through accessing a largenumber of domestic and foreign literatures, including ground disposal technologylibrary and groundwater disposal technical library.Analyze the applicability of varioustechnologies and characteristics of indicators to provide technical solutions for suddenpollution incident handling.Determine the characteristics and threat of groundwater source pollution.Through the collection and investigation of groundwater sources information,judgment of pollutant types and pollution group position, to provide the basis forsudden pollution incident identification and technology selection. According to《Technical Guideline for Delineating Source Water Protection Areas》(HJ/T338-2007),The method of delineating source water protection areas isintroduced. Pollutants transport and diffusion model is used to predict the harmfullevels, time and extent of affect of source water protection areas.Third, Index system of sudden pollution incident identification is established bycomprehensiving consideration of environmental impact factors, emergency responsefactor, social influence factors and groundwater system factors. According to thecharacteristics of emergency disposal technology, the index system of screening andevaluation of emergency disposal technology is established and classificationstandards are given in this paper. AHP method is used to determine the weight andDelphi method is used to calculate the evaluation value.Finally, for Hulan water sources, Harbin City, to verify the index system ofscreening and evaluation of emergency disposal technology.
