With the emerging of high-rise and spacial structures, wind load becomesone of the control loads of structures, and wind speed, as a key factor of windload, is the most critical part in structural wind-resistance design. However, thewind load specifications, which act as the guidance for structural design andconstruction in certain country, are totally different in different countries, as aresult, the speed value of reference design wind as well as the structuralreliability varies from country to country. This paper presents some researchachievements by making comparison between the wind load specifications in fivecountries/regions, and further discussion has been made to analyze stru cturalanti-wind ability by calculating the structural reliability according to bothChinese and American wind load specifications.For the comparison of the speed of reference design wind, it can beconcluded that the time inverse of the speed of reference design wind in differentcountries mainly depends on the geography and climate, and it would be affectedby the specification continuity and the measuring instruments of wind speed.Besides, the comparative study on wind speed of―Hagupit‖under differentinverses on windward direction has proved that inverse has less effect on normalwind than on typhoon. It is also through comparison that both logarithm andindex law are effective for fully describe wind profile, and the wind pressurefactor in American country is much smaller than the others, because of its timeinverse.In the comparison of the influence on structural wind-resistance reliabilitiesinduced respectively by Chinese and US wind loads, three aspects are taken intoconsideration, i.e. the main structure wind reliability, local structural windreliability and wind vibration response in high-lever building. Basing on thecomparison of the reference design wind speed, this paper analyzes theinfluence on wind resistance structure reliability caused by mean wind loads andfluctuating wind load respectively and the influence on local structural reliabilityof wind resistance caused by wind loads. It is concluded that the value ofstructural reliability in American specification is larger than that in Chinesespecification. Taking into account the wind vibration response of high-risebuilding, the difference of structural reliability between American specificationand Chinese specifications is smaller because of the reduction of the gu st effect factor in American specification. In addition, the difference will be furtherenhanced with the increase of building height. As a result, the structuralreliability between American specification and Chinese specification is almost ofthe same value. Besides, structural reliability is also affected by the ratio of liveload and dead load. In the design of local structures, the method of gust effectfactor is applied in both American specification and Chinese specification,however, the value of structural reliability calculated by American specificationis larger than ours.
