With the rapid development of the national economy, the capacity of storing andprocessing grain and oil requirements rapidly. The food situation of china alreadyneed to import large quantities of the situation from the basic food self-sufficiencymode. The production and storage processing of grain and oil has also beenlarge-scale processing enterprises from the development of small and mediumscale.relying facilitate water transportation advantages, the large grain warehouseprocessing enterprises gets large development space. North china as one of the mosteconomically developed regions, growth rate of edible oils and fats consumption isexpected to reach a growth rate of15%. The new project is expected that8.4milliontons of bulk grain, protein feed, grease and other food needs to be transport throughthe port waterway, so that the port of oils and grains should be built rapidly. Storageyard is one part of project is of Tianjin grain and oil port. The land of which is createdthough coastal reclamation is a human production activities which completelychanged the waters of the natural attributes if the argument is not full andmanagement is not strict, reclamation will make unrecoverable impact to marineenvironment. It is important guarantee of sea waters rational development andsustainable that use of sea waters should be scientific, economical, and intensive fromthe protection of the marine environment perspective, reclamation engineeringdirectly influence the marine environment, bringing unrecoverable ecologicalenvironmental impact, and may aggravate coastal erosion, caused by sedimentdeposition, the influence of the rivers flood discharge capacity and port shippingfunction. The author combined with the project construction area state of marineenvironment, regional geological conditions, as well as project development andutilization requirements, seize two main influence factors of technology which are theproject construction on the marine environmental impact and the marine topographyand erosion and deposition environment impact. In the collection and statisticalcorrelation data material premise and hydrodynamic environmental impact analysis,though the particle size analysis for water level, velocity, flow direction, sedimentconcentration observation and surface sediment sampling,the method can welldescribe the project construction of the joint area building form and natural shoreshape, forecasted by water mathematical model calculation, with irregular triangular element to a two-dimensional mathematical model for discrete processing. This articlethrough the analysis and forecast of sea project of sea area resources, environment andthe influence degree of the marine functional areas, and puts forward the sea area usecontrol and protection objectives, establish environmental management andmonitoring plan, and gives the countermeasures of environmental protection. For theorderly development of sea area resources, protect the marine ecological environmentand strengthening the use and management of sea areas to provide technical support,so as to realize the sea resources, environment, society and economy coordinateddevelopment and the sustainable utilization of the sea, and the sea for this projectprovided the scientific basis for rational support.
