With the rapid social-economic development and the rising level of urbanization,vehicles ownership and residents’ travel demands in cities is growing in cities, and thegrowth rate is far more than the growth of the transport supply capacity, Trafficcongestion becomes an inevitable phenomenon and one of the city’s most significanttraffic problems. At the same time,fuel consumption due to the use of motor vehiclemakes urban transport carbon emissions become one of the sources of greenhouse. Ascongestion pricing considering the cost of carbon emissions be one of the trafficdemand management measures, adjusts the structure of urban traffic and reduces thedemand for urban transport and urban transport carbon dioxide emissions, and thus toalleviate congestion and create a low carbon city.Firstly, the paper elaborates background, purpose and significance of the research.Then, on the basis of summarizing carbon dioxide emissions and charges of transportand theoretical researches of congestion pricing at home and abroad, the second chapterdiscusses the status and characteristics of the carbon dioxide emissions in urban traffic,establishes a quantitative model of urban transport carbon emissions on the basis ofanalyzing factors,follows by a brief introduction to the concept of carbon tax andsummarizes the standards of domestic and international carbon tax, in order to establishthe urban transport carbon emissions charges; Then it analyzes definition、causes andimpacts of crowded, elaborates the principle of congestion pricing and contents and theclassical theory of congestion pricing model with its limitations. Then, the third chapteris devoted to the bilevel programming model and its application in traffic, analyzes thereasons for the congestion charge using bilevel programming model, and thenestablishes congestion pricing bilevel programming model considering the cost ofcarbon emissions in seven steps.At Last,the fourth chapter selects the actual case and uses direct search algorithmwith step acceleration method and penalty function method and matlab software tosolve the model and analyze the results, verifies the rationality and feasibility of themodel. In order to solve the problems of urban traffic congestion and carbon emissions,the paper establishes a congestion pricing model taking into account the cost of carbonemissions, and uses a case to verify the feasibility of the model, it has certain theoreticaland practical significance.
