Climate change is the most serious challenge in the21st century. The trouble of growing greenhouse effect let the people come to realize the importance of human activity and carbon emissions urgent. With the development of HVAC, the combustion of fossil fuels has become a major source of carbon dioxide. Towns are some special places which are between urban and rural residents, in there the people used the coal, firewood and crop stalks as fuel usually. But these heating combustion heating, heating and combustion efficiency and average efficiency are very low about direct way of above speaking, at the same time, air pollution is so serious. Therefore, to explore different natural conditions to adapt the towns is one efficient meaning to solve the issue of environment. May be the way also can reduce carbon dioxide emissions in the northern zone of China, while meaning it is also to protect the atmospheric environment.In the paper, the author cited a large number of documents and reports, which could analyze China’s carbon dioxide emissions, energy consumption and heating development of the industry status quo, introducing low-carbon technologies of the status quo at home and abroad. The author makes the example as the towns of northern in China, to study the heating way of architectural forms and heating patterns. The author has researched and analyzed the heating ways of the town which include the working principle and the advantages and disadvantages. The author also summarizes the town of existing heating methods (including the kang, soil heating, coal stoves scattered small boiler room heating and central heating), in which is the least efficient coal stove heating method has been banned. The small boiler room which was founded in the late1980s and1990s are still scattered today, but those system include boiler capacity are too small, too inefficient, too polluting, and there were some lack because of dilapidated buildings and equipment aging, so the larger central heating systems are going to replace those system which are main methods in small boiler system in town.Based on the investigation and survey, the author tested, calculated and analyzed the thermal insulation property, heating method, fuel consumption and carbon emission of four different cases from two angles:increasing income and reducing expenditures; The author conducted low carbon energy conservation analysis of the first three cases, and compared all of the performance indexes before and after the reform; according to the central heating renovation project of Asian Development Bank in Shenyang, the author analyzed the heating condition before and after the whole scale central heating renovation and calculated the emission reduce of the fuel and carbon dioxide, improving that central heating has some advantages such as low carbon, high efficiency and environmental, which is the first choice of small town heating system qualified."Increasing income" means using renewable energy resources such as solar energy, wind energy, terrestrial heat and biomass energy as the fuel provides heat. This research introduces the "increasing income" way of low-emission technology by analyzing the application of solar energy heating on small town heating system.In the end, this research proposes that the low-emission technology of small town heating system including two aspects. On the one hand, the improvement of thermal insulation property of urban constructions can reduce heat consumption and increase the efficiency of heat energy, as well as improving heating technology, increasing fuel availability and heating efficiency; On the other hand, using renewable energy resources reasonably can not only relieve the stress of using fossil energy, but also can realize "emission with no carbon" fundamentally.
