The main construction of Smart Grid (SG) is the construction of Smart Distribution Grid (SDG), which can realize distribution automation and intelligence under the prerequisite of requiring little or no artificial participation. Fault location, isolation, restoration of service and network reconfiguration are the most important characteristics of SDG, which are also the core function of SG. In order to reduce the risk of the large area power cut, SDG can rapidly predict, detect and respond to any possible accidents when there is a fault in Distribution Grid (DG).Even if a serious accident happens, it also can be self-restoration and reconfiguration to improve reliability and survivability of DG.Optimizing the opportunity for transformation and upgrading of DG of Yangzhou Development Zone to SDG, this paper will access Micro Grid (MG) to the high reliability DG, for example, aerial cables choose the grid structure of three segmented four contact, cables choose the grid structure of net groups and the grid structure of mixing this two kinds networks. It discusses single phase grounded faults with the neutral point of medium-voltage DG is non-effectively grounded. Based on the analysis of single phase grounded system of10kV DG and compare RBF Neural Network with Support Vector Machine (SVM) algorithm in accuracy rate and judgment time of fault judgment, it’s proposing that use SVM to locate faults, which has the better accuracy rate. And it proves that this algorithm is also applicable to SDG. The lines can return of service by other power in a timely manner after a fault, guaranteeing power supply uninterruptedly to the non-fault lines.Self-Healing (SH) is an important target of SDG.SH is detecting the failures of DG when they have happened or are happening, and makes the corresponding self-isolation and restoration, which ensure do not affect the power supply of other users, or reduce the affection to minimum. It also analysis SH in this paper, and gives my own views for discussion.To sum up, SDG can locate single phase grounded faults more accurately with SVM. When the optimized SDG has faults, fault lines can be rapidly isolating under non-fault lines in uninterrupted power supply.
