Research Of The Application Of Vehicle License Plate Recognition System Under Web Environment

The research topic of the license plate recognition, which falls into the subject areas of multiple departments, including image processing, pattern recognition and computer vision and neural network software engineering, has a broad market and great commercial application prospect.At present, Vehicle License Plate Recognition System of Daqing is still the traditional C/S model software, it has many shortcomings, for example, it applies only to local area network, has a high cost of upgrading of application software and system maintenance, has a lot of restrictions on the client operating system. The implementation of the vehicle license plate recognition system in web has important implications for promoting the popularity of the vehicle license plate recognition technology, speeding up the information of public security, improving the timeliness of the response of the system of public security, strengthening the management of highway and urban road, reducing the number of traffic accidents and the occurrence of vehicle theft cases and promoting the informationization of public security system.According to previous research work, the research is mainly focus on studying the theory of related algorithms and designing a detailed solution. First of all, it makes preprocessing on these images of original car vehicle images, including gray processing, gray stretch, binarization processing, median filter and morphological filter. Secondly, it makes a license plate location on the image after processing, in order, horizontal direction, vertical direction, to get rid of unwanted interference of the noise information and only keep the images of license plate information. Tthirdly, spliting all the characters which has positioned license plate images one by one to form independent character images. Finally, using the established, standard, and template library to identify the image of character one by one, so as to extract the license plate information. After designed the relevant solutions, it can establish a complete network of vehicle license plate recognition system using the rich client technology based on ActiveX.Experiments prove that the scheme for vehicle license plate information extraction has good accuracy and can be implemented.
