As information technology are developing steadily for the use of informationtechnology in our present social development and economic growth that is the role ofthe more apparent. Digital information management system is also a city developmentof an important landmark. Growing number due to the accelerated process ofurbanization, motor vehicles, the traffic becomes more crowded and the utilization ofthe road decreases, and thus serious pollution resulting to the environment,environmental indicators also exceeded. And use of modern information technology tobe intelligent about traffic management system was also produced, intelligent transportsystems.The existing police system, mainly extracted from the intersection of the detectioncoil which illegal vehicles, red light signal from the signal control system whichobtained. General dependence of the system, and construction is too much trouble, ismore difficult to maintain, and also not flexible enough.In the middle of the main directed against the existing electronic the police systeminstall and use of the question raised by a coil detection technology for video trafficregulations in light of the solution to the real needs of even more true, and in practicalapplication of have do a lot. Its specific content of the work include the following:(1)sample the scene of the detection zone of the site to capture the fixed backgroundcompared to vehicle violation image.(2) Picture on the background to the law, but herform, the edge of the inspection, etc, and after processing through the coil in the imageof a virtual line of the characteristics of the relevant test, at last obtained thecharacteristics of a sequence of events and detection.(3) the inherent characteristics ofon-site detection of regional environment and the relationship between moving objectsand moving objects within the detection area is analyzed according to the location of thedevice from the stop line, stop line away from the location of the lights, the rear of thevehicle information and vehicle speed and red light running behavior the characteristicsof the link characteristics summarized a combination of virtual coil and rear of thevehicle tracked vehicles to cross the line detection algorithm. Therefore, further study and solve the city’s road traffichow to make effective management has an important practical significance. In this paper,the virtual coil video detection technology to identify vehicles running red lights andtraffic violations such as time, and record the illegal image for forensics.
