Multi-sensor data fusion is usually used to solving the problems such as exploring, tracking and recognition.This technique has been widely used in military and civil field, Vessel traffic system (VTS) is one of the typical applications. Target tracking and multi-sensor data fusion are the principal subjects in VTS. This paper has done some research of track associate and track fusion on the base of target tracking. While some targets are in the power field of multi-sensors, the data fusion center will associate and fuse the tracks from the same targets. Radar and AIS are the primary sensors in VTS which have respective advantages and disadvantages. It may not have a good effect if only one kind of sensor is used in VTS. So it should associate and fuse the tracks from radar and AIS if the target has the AIS equipment.. It will get a greater effect about state estimate if VTS both utilizes AIS and radar.Facing the fact that the technologies willed be needed in VTS, the following points have been completed till now:(1) By C++coding, this paper analyzes the AIS information.(2) This paper uses the Interpolation Extrapolation and Gauss Kruger algorithm to solve the situation that different kinds of sensors have different coordinate systems and different sensors have different information updating time.(3) Facing on track association problem the paper discusses the track association algorithm based on track fuzzy membership and the secondly fuzzy double threshold, facing on the track fusion problem this paper discusses the fuzzy track fusion algorithm based on track fuzzy membership and variance weighting fusion. The computer simulation proves the effectiveness of these associations.(4) By C++coding, the secondly fuzzy double threshold and variance weighted fusion algorithms are used in VTS.
