With the development of the domain vechile industry, the quantity of privacy vechile in the city has expanded exponentially. But the road and the infrastructure construction has not synchronous developed with the vechile industry. Traffic congestion problem haunted the urban resident everyday. ITS(Intelligent Transportation System)problem has been focused frequently ever than before in this situaton. ITS was a cross-region project, lots of project including Transportation、 Computer science、Electronic information、Urban planning、Operational research、 Logistics had a relationship with it. This article focused on the ITS crossing phase optimizing problem, the dynamic vechile problem and the traffic control system project. We gained the result as follows:1. We used type-2fuzzy set which was great applied overseas to solve the crossing phase optimizing problem. The purpose was to get a more effective solution in a faster way and to get a optimizing way to accelerate efficiency of thetype-reduction of type-2fuzzy set. We also designed a dynamic fuzzy control system to decide the phase which was based on the flow to optimize the traditional phase strategy.2. We built a mathematical model to solve the pursue illegal vehicles problem. This problem was contrasted with the DTVRP problem and was similar with the DTVRP. Then we built a VNS algorithm(variable neighborhood search) to solve the pursue illegal vehicles model, The result was useful and valid..3.The article built a.net4.0framwork based intelligent traffic control system which was assisted with the GIS system. The system which was freely used combined all the crossings in the urban to supervise the traffic flow. It structure a good basement for the digitalize and informationize of the urban.
