The pollution of the water environment is one of the matters which are focused by the whole society. The water transportation market in Jiaxing becomes mature recently; and the amount of hazardous chemical transportation has been increasing. Therefore, it is important to deal with the emergent situations such as hazardous chemical leakage during the transportation. The extent of the pollution needs to be minimized and it is required to prevent the bad affect to the local water quality and environment nearby by the leakage.The hazardous chemical leakage spread analysis and the development of the emergency system research both domestically and oversea have been reviewed in the thesis and as the reference of this research. Methylbenzene has been chosen as the typical substance based on above review the analysis of the Jiaxing water transportation situations of the hazardous chemicals, the physical characteristics of the chemicals and the potential harms. Four mathematical spread models being the safe mixing river model, the one-dimensional steady status river model, the two-dimensional steady mixing status river model, and river pH model have been used to conduct the spread simulation of the hazardous chemical leakage spread. The hazardness evaluation parameters were optimized and the standard of the harmfulness evaluation of the hazardous chemical leakage accident has been built. The accident sites control and the emergency measures after the leakage accidents are classified and analyzed. Therefore, a new measure has been provided to deal with the emergency treatment of the hazardous chemical leakage accident during the water transportation in the rivers of Jiaxing and control the influence of the water quality.
