Emergency Handling Assistant Decision System Of Dangerous Goods Transportation Accident On Water

With the rapid development of chemical industry,the transportation of dangerous goods on water is continuing rising,so as to the repeated transportation accidents which harms to the safety of life and property as well as the environment on water greatly.Up to now,the dangerous goods transportation accident on water still can not be avoided totally,so it is very important to take measures to deal with emergency rapidly and effectively when it happens.This paper based on the scientific research project "Chongqing Emergency Command System of Water Traffics",studies the category,dangerous,package,loading && unloading,storage,stowage and isolation of ship-borne dangerous goods in IMDG Code;establishes database of ship-borne dangerous goods;extracts characteristics from the case and constructs case database of dangerous goods transportation accident through typical case analysis.At the same time,constructs the knowledge database system of emergency measures using DSS methods through analysis for the characteristics of accident facts and emergency measures.At the last,using JSP technology based on the struts framework;work out the Emergency Handling Assistant Decision System of Dangerous Goods Transportation Accident on Water based on the B/S framework.The main function of this system includes:(1) Operation of dangerous goods including add,delete,update,search,etc;(2) As a guild of daily safety training and emergency exercise;(3) Search for the case of dangerous goods transportation emergency on water;(4) The system will give general advised proposal and specific measures for handling emergency automatically according to the normalized characteristics of the accident.It will assist the decision-makers to take better methods to rescue,as far as possible to ensure the safety of life and property on water,as well as to reduce the environment pollution on water.
