Study On Agent Construction System Management Model Of Highway Project

Before China’s reform and opening up, due to a long period of being under the planned economy, the economic and social development was very slow which restricted the development of the country. Since the reform and opening up, China’s economy and society has undergone earth-shaking changes, majestic development with the establishment of the market economy system, however, due to the large number of infrastructure funds, infrastructure management is relatively complex, the need for professional management and technical staff to be responsible for many shortcomings and deficiencies of traditional project management model, agent introduced in China, the rapid application of the promotion in the field of highway construction, this model is also the development trends and the future of China’s highway construction project management model.In this paper, on the basis of systems analysis study at home and abroad on the mode of construction project management literature, further elaborated the highway construction project management mode, and phased contracting situation from a business, financing methods and from three perspectives of project governance were explained highway construction project management model types and their respective characteristics, characteristics and inadequacies. Then, the paper involved, and applied to project management theory, principal-agent theory and public choice theory is a brief summary elaborated. Then the highway Agent System model in the development of our country and summarizes the advantages and the problems of the Agent System. Then three agency relationships are fully researched. The organizational structure of highway construction projects as to Agent System mode is summed up. A set of principles on the characteristics and advantages of the matrix organizational structure are detailed discussed. In terms of the whole control of Construction Agent System implementation in highway construction projects, the three control systems of progress, quality and cost are elaborated.At last, combing the four basic requirements of the monitoring mechanism of highway construction projects about Agent System mode are researched. The system of government regulation is involved, and then a few basic ideas to strengthen government regulation are proposed.
