| From the experience at home and abroad,it strongly suggests that the highway construction in a certain region and country could reflect its degree of traffic development,and even its level of economic development.In this paper,the application status of highway project agent construction system at home and abroad is briefly presented,and then the current situation of agent construction system is analyzed based on the previous researches over this issue.Compared with overseas counterparts,the domestic highway project agent construction system mode is lagged rather behind,the experience is in sharp shortage,and there are striking regional differences in terms of the operation state,but it is not difficult to find that the highway project agent construction system will become the development trend.This paper takes Xinxian-Nanle highway Project in Shandong Province as the research object.By integrating the project management theory,we made an elaborate analysis and comparison over the following four modes of the current highway project management in China:the management mode of the owner,consulting company assistance the owner mode,the FIDIC management mode and the agent construction system management mode.According to the characteristics of highway construction project,it’s demonstrated that the most suitable mode of highway construction project is agent construction system management mode by using AHP and fuzzy analysis method.This paper introduces in detail the theory and definition related to the agent construction system of highway projects,and verifies its advantages over the traditional modes,and whereby briefly describes the basic situation of the agent construction system of highway projects in China at the present phase,and points out the existing problems at the present time,such as:the legal system is not perfect,the supervision work is not properly fulfilled,and so on,which are mainly attributed to the government’s supervision inefficiency,imperfect laws and regulations and so on.In the process of agent construction system analysis of Xinxian-Nanle highway in Shandong Province,many research methods,such as process analysis,PMRC,Gantt chart method,S-curve analysis method and so on,are used to analyze the quality,progress and safety of the control management mode of the project,and thereby the relevant experience and frequently-occurring problems are obtained,and on the basis of these three elements,the evaluation system diagram and optimization model of the project effect are put forward.It can provide some reference experience for the agent construction system of highway project in the future.Through summing up the existing problems,based on speeding up the long-term development of expressway project agent system,and in order to promote the standardized development of expressway project agent system management,effective measures are formulated to realize the separation of functions "investment,construction,management and use".In line with this,we should constantly optimize and integrate social resources,avoid the problems of budget over estimates,settlement over budgets,and appropriately adjust the supervision performance of the government in construction projects,so as to increase investment returns.At the same time,it is suggested that the responsibilities of each department should be clarified,the supervision should be improved,and the corresponding laws and regulations should be established,so as to effectively promote the development of agent construction industry.In addition,enterprises should devote themselves to capacity-building,improve the compliance and standardization of market management system,establish efficient industry constraints,and coordinate the efforts of all parties to build a fair,orderly and formal competition agent market. |
