Research On The Problems And Strategies Of Urban Village Redevelopment In The Guangzhou New City Axis Southern Region

The Urban Village is a special product in the process of rapid urbanization in China, butalso a necessary barrier to across that promotes the construction of international metropolis,and promotes the coordinated development of urban and rural areas. The reasonable, effectiveUrban Village reconstruction is of great significance, which includes promoting the rationaluse of land, enhancing the value of land use, improving the city landscape, beautifying thecity, improving the security environment, promoting the city community construction,developing the whole city function etc. Therefore, it has become an urgent and important taskof many cities to promote the transformation of Urban Villages actively. There are138UrbanVillages in Guangzhou’s eight old districts, which is distributed mainly in Tianhe, Baiyun,Haizhu, Panyu and Liwan District, covering an area of80.6square kilometers. Thereconstruction of the Urban Village is a process of complicated interest adjustment andredistribution, which is of great influence and easy to cause the social conflict events. What’smore, a variety of subjective and objective conditions slow the reconstruction process of theUrban Village in Guangzhou.Currently, according to the development strategy of "Southern Extension, NorthernAdvance, Eastern Shift, Western Union and Central Distinction”, Guangzhou is committed tobuilding a new axis of the city. The new axis, which starts north from Guangzhou EastRailway Station, ends south to Haizhu Lake and the Pearl River waterway, has begun to takeshape. According to this arrangement, Haizhu District Government is making every effort todevelop the southern area of the new city axis, and establish the development mode of“Pioneer in Eastern Part, Live in Western Part” formally. Therefore, Haizhu DistrictGovernment migrates its new site from the Baogang Avenue in western area to GuangzhouSouth Avenue, formally shifts its regional development center eastward to the southern area ofthe new city axis. Meanwhile, Haizhu District Government is committed to promoting theconstruction of Canton Tower, Pazhou Exhibition and new Ferry Terminal, etc., which opensthe pace of the city’s leaping development. Formerly more remote rural areas has become theheart of the city.The six Urban Villages that this paper refers to in the Southern area of the new city axisin Guangzhou are typical examples under this background. This paper intends to make a casestudy of these villages through in-depth investigation and analysis, to find the main problemsand difficulties in the transformation of the Urban Village in Guangzhou, to make a careful research of the transformation mode, transformation subject, transformation way, financingmode, relocation compensation, land and government support etc. On base of differentsubjects in transformation, combined with the modification and financing method, theexisting transformation modes in the Urban Village of Guangzhou are summarized in thispaper; meanwhile, rational transformation modes and strategies are selected according to theanalysis of the actual situation in the southern area of the new city axis. At the same time, forthe old difficult problem of the transformation, this paper is trying to put forward some uniquesolutions from the innovative and practical point of view.
