Urbanization,as the carrier of industrialization,the platform of marketization and the stage of internationalization,is the core and the most complex proposition in the social development.After experiencing high-speed and extensive urbanization,China has gradually entered the stage of quality improvement.At this stage,the role of redevelopment planning is more prominent,and then inefficient urban land is one of the main carriers of urbanization quality improvement,and there is a huge potential for research.Under this background,this paper studies the redevelopment of inefficient urban land in central city region.First of all,this paper differentiates the concept of central city region and inefficient urban land,and points out that the central city region is larger than the main city area and smaller than the urban planning area.And in this paper,under the instructions of the Ministry of Land and Resources,the inefficient urban land is divided into old villages,old town settlements and old factories and mines.On this basis,this paper analyzes the characteristics of the central city region and the identification and characteristics of the inefficient urban land in the central city.From the perspective of economic structure,urban sprawl,supply and demand,and government functions,the causes of inefficient urban land are analyzed in this paper.Then,on the basis of the basic analysis,this paper analyzes the redevelopment strategy of inefficient urban land in the central city region under the background of redevelopment planning.This paper summarizes the organization model and application model of redevelopment,and probes into the dilemma and principle of redevelopment,and then puts forward the strategy of administrative organization,flexible land and leading mode of redevelopment,which is the basis for the empirical research.And then,based on the investigation of inefficient urban land in the central city region of Wenzhou,this paper analyzes the current situation of inefficient urban land in Wenzhou central city from the types,ownership,spatial distribution and industy.And points out that there are some problems in redevelopment,such as the complexity of land ownership,the lack of policy design,land planning contradictions,and the main interests are difficult to guarantee and the coordination mechanism is not perfect.According to the current characteristics and existing problems,from the perspective of administrative organization,it is necessary to construct departmental coordination organization.From the perspective of spatial renewal,evacuation function of core area adjustment function of transition zone and aggregation function peripheral area are put forward.And the corresponding organization model and application model of redevelopment of old villages,old town settlements,old factories and mines are put forward from the perspective of inefficient land type.Finally,this paper hopes to provide a research basis for the redevelopment of inefficient urban land in other areas by combing the inefficient redevelopment of central city region and the study of examples,so as to make a theoretical exploration of the quality improvement of urbanization under the background of redevelopment planning.
