The traditional distribution network confront unidirectional power transmissionis smooth and passive, the power delivery system is changing gradually from a“vertically” to a “horizontally” controlled and operated structure due to the large-scaleimplementation of distributed generation, this transition has prompted the concept ofthe active distribution network (ADN). In order to inherit the traditional technologymeanwhile be able to handle the complexity because of users participated in the ADNgrid operation, the international proposed the concept of "cells" and Intelligent PowerRouter. As a flexible interface between the "cells" in ADN, IPR dispersed traditionalcentral control function, the intelligence of IPR allows it achieves instantly judgmentof the local area, at the same time, the information exchange between the IPR canreconfigure the status of the entire network when the control center encounter naturalor man-made major disaster.The wide use of distributed generator brings good prospects for the developmentof intelligent power router. How to construct the structure of IPR so that it has theintelligence、capacity for sustained development as well as when failure occurs to beeasily added or removed from network without influencing the operation of the wholesystem become the urgent problems needed to be solved at present. In this paper, theresearch carried out the following aspects that combined advanced design concepts ofthe intelligent power router, the information model of the standard IEC61850andfunction block model for distributed applications in IEC61499.This paper designed the structure of the intelligent power router oriented PIDcontrol applications. In accordance with the abstract manner of control functions ofhierarchical integration of F logical node in the second edition of the IEC61850standard, the layers structure of the intelligent power router are mapped to thedifferent types of F logical nodes, making the control function to be integrated、simplified and standardized, the standardization process enables intelligent powerrouter of different manufacturers are compatible with each other. The implementationprocess of standardized intelligent power router is designed in accordance with theIEC61499standard, the simulation is designed. The simulation is realized in thesimulation tools FBDK which is the broadest simulation tool compliance withIEC61499standard, adding communication module in intelligent power router andbetween intelligent power routers, using the top-down multi-layers package to complete the design of the entire system. The characteristic of package make thesystem pre-configuration and reconfiguration possible. Standardized intelligent powerrouter is mainly used to achieve PID control and optimal power flow path selectionalgorithm. Its feasibility is verified by experiments. Meanwhile, this paper raises thepossibility of intelligent power router applications with other platforms.
