Traditional evaluation methods of distribution network only take into account fault outage. In actual life, the scheduled outages account for most of all the outages in distribution network. It is important to take into account scheduled outage for distribution network evaluation.The characteristics of scheduled outage are analyzed, this paper presents a new forecasting model for scheduled outage based on rough set theory. By using attribute reduction of rough sets, the model reduct influent factors of scheduled outage, acquire decision rules. and then scheduled outage forecasting is implemented by matching rules based on distance measure method. Based on data statistics of fault outage, this paper simplify distribution network into several typical lines. By computing the proportion and reliability index of typical lines, we can accomplish reliability evaluation of fault outage. At last, by considering the influence of fault outage and scheduled outage, we can acquire reliability index of distribution network. From example this paper introduce the thinking and steps of evaluation method in detail. The result show that the evaluation method is feasible in this paper.
