According to statistics, most of the user outage are caused by the distribution network.And distribution network reliability is an important indicator of the power supply enterpriseassessment. It is necessary to propose the set of the actual distribution network reliabilityassessment algorithm.This paper first analyzes the existing methods and techniques of distribution networkreliability. Analysis the deficiencies and shortcomings of existing distribution networkreliability assessment algorithms. And propose basic indicators of the internationaldistribution network reliability assessment.The second chapter of this paper proposes a structured topological coding. The codingis used in the tree structure of medium voltage distribution network. In the DistributionNetwork Reconfiguration the coding can be automatically changed by procedures. And thisencoding method can avoid the distribution network reliability assessment of the iterativesearch process. It significantly improves the load transferthe speed of the power calculationand failure load classification. It is useful for distribution network reliability assessment.The paper presents a rapid assessment method to distribution network load transfer.After the failure load transfer by the contact feeders, this paper analyses load transferalgorithm based on capacity constraints. It ensures the reliability calculation results moreaccurate. This paper also presents the reliability of distribution network affected by scheduledoutage. Analyse the difference between scheduled outage and failure outage. For foundedbasic parameters and mathematical models of scheduled outage, this paper proposes thereliability indices calculation considering scheduled outage.This paper proposes a reliability evaluation algorithm and evaluation systems forplanning distribution network. According to incomplete information of the planning grid, theload and the length of the distribution feeder have simplified assumptions. With consideringthe feeder of distribution transformer capacity constraint, the paper proposes the rate of loadtransfer calculation methods. And then infer the distribution feeder and system reliabilityindices.The paper analyses data structures needed by the planning distribution networkreliability assessment. And then form the large-scale planning distribution network reliabilityevaluation software. For example, the actual distribution network of ZhuHai District in2009,the program calculates the actual results and reliability of statistical results were compared.The results show that the correctness and validity of the proposed algorithm.
