As highway network structure is a complicated system, highway emergency facilities layout optimization is a complex project, which requires a large number of basic data and theoretical support. Under the social context of scarcity of resources and promoting energy conservation and emission reduction, the research on the method of highway emergency facilities layout optimization based on resource sharing has important references for location of highway management office, highway management and dispatching of highway emergency rescue, and is helpful to improve the highway management efficiency, emergency rescue effect and reduce the losses caused by traffic accidents.Emergency facilities layout optimal method of highway based on resource sharing is researched from the following aspects.1. On the basis of resources sharing, structure of highway operation and management system is constructed with the functional analysis of two basic tasks of highway operation and management. Discussions for highway operation and management based on the resource sharing are put forward.2. Highway network is constructed with nodes and edges by abstracting complex highway. Daily basic operation and management cost location model and traffic accident emergency rescue cost location model are set up respectively with the research object of highway management office. Highway management office comprehensive cost location model is set up with the premise of resource sharing, constraint conditions of rescue timeliness and optimization goal of minimum comprehensive cost. Calculation is put forward combining with genetic algorithm, Dijkstra algorithm, descent method.3. Highway daily basic operation and management resource demand model and traffic accident emergency rescue resource demand model are established. Management office resource demand and allocation model based on resource sharing is set up by introducing resources sharing factor avoiding the excessive waste of resource.4. With the analysis of highway emergency rescue work process, emergency rescue dynamic dispatch of highway traffic accident is put forward based on region linkage among dynamic and static, internal and external. 5. Taking a highway network for example, application and analysis of research results are conducted by the use of matlab program realizing the optimization solutions of models. Results show that the research has certain practical application significance and provide a method support for management office location, resource allocation and dynamic dispatch of emergency rescue.
