Study On Emergency Resource Optimize Dispatch In Railway Major Incidents

That significant unexpected event of railway emergency resource dispatch is that the important component in railway emergency management, is that one relates to broader complicated development system. Because its first objective is "the shortest dispatch time", different from the simple transportation problem which is aimed at "the least cost". In connection with material dispatch of emergency circumstance, this paper establishes optimized combination models which take advantage of manage operations research, railway safety administration theory, the unexpected event emergency management, mathematics plan, and deduces corresponding algorithms to solve them. At last we can obtain the best dispatch scheme to meet the conditions.This paper consists of 5 chapters. In the first chapter of this paper, the concepts and the characteristic of emergency material dispatch are introduced and there search trends about this kind of problems which domestic and overseas scholars have studied till now are summarized. The chapter also puts forward the problems which will be researched into and analyzes the purpose and significance of the research.The second chapter concentrates on analysing the current situation of train operation accident rescuing in China, train operation accident emergency resource classification. And the basic rules of emergency rescuing is also analyzed in details.The third chapter is the most important. It establishes the emergency resource static state single stage optimized dispatch model firstly,and we give the solutions under the sole objective,two-phase. Moreover, it establishes the emergency resource dynamic multistage optimized dispatch model, this problem which the resume speed is considered. and give the solutions under the sole objective,two-phase.The fourth chapter will combine examples, to carry out analysis of dispatch condition to Hohhot railway bureau emergency resource, with the project data combining with the emergency dispatch optimized model, Rearrange a problem to the Hohhot railway bureau emergency resource carrying out an optimization, finally verify the feasibility of the optimized models and algorithms in 3 chapter.The total works of this paper are summarized in chapter 5,and we also propose some relative fields where further researches should be considered in the future.I hope this paper will contribute to the scientization and modernization of railway emergency management and offer some supports and helps for the superiors accurate decision-making in emergency mobilization state.
