With the rapid development of the civil aviation of China, the airspace resource has becomecongested. The available airspace resource of civil aviation will be sharply reduced especially whensevere weather and major events emerge. Then these situations may lead to a large number of flightsdelay, the passengers’ backup, the flights cancellation, the serious economic losses and the potentialsafety troubles. Rerouting strategy which is one of the effective mean of air traffic flow managementhas good application value in the flight planning problem in limited airspace. However the presentrerouting strategy is usually based on single target, and the affected sector capacity is usuallyevaluated by artificial method, which not only reduces the airspace resource using efficiency, but alsolacks scientific evaluation. So the multi-objective optimization rerouting strategy has become the keyto solve the problem.This paper launched a new study on multi-objective optimization rerouting strategy based onformer research. Firstly, the paper analyzed the effect of severe weather and major events on thescheduled flights, and then established flight forbidden areas respectively based on the severe weatherforecast and major events issue mechanism. Then the paper analyzed the influence of the severeweather and major events on related sector dynamic capacity, and established a sector dynamiccapacity evaluation model. Secondly, considering the sector capacity and region capacity related withthe flight plan, the capacity scenario tree was established. After that the paper established amulti-objective optimization rerouting model which was used for planning the program of flightdelivery and selecting the best route in limited airspace. Finally, the system of multi-objectiveoptimization rerouting was designed and realized, and the typical instance was used for the simulationto verify the multi-objective optimization rerouting model. The results of the simulation showeffectiveness and practicality of the model.
