In recent years,it is common that the flight delays due to serious weather.Once the flight delays,they always choose to wait on the ground.As a result,the resources of airspace are wasted and the efficiency of the whole route network is reduced.In order to deepen the reform of the ATC system and mechanism,strengthen the security of airspace resources,increase the efficiency of the airspace operations,the pre-flight local rerouting strategy is imperative.The alternative paths not only perfect the air traffic control plan but also help to improve the economic benefits of airlines as well as build a safe and efficient air traffic management system.In addition,there are differences between air traffic controllers(hereinafter referred to ATC)and traffic travelers(hereinafter referred to as pilots)in the choice of routes.Managers often allocate traffic flows from the perspective of global optimal,while travelers hope to maximize their travel benefits.Considering the difference in goals when choosing routes between air traffic controllers and pilots,the contradiction between the two is becoming more and more prominent.It is of practical significance to combine the distribution idea of game theory.In this paper,the domestic and foreign studies on rerouting and traffic distribution are reviewed.Based on the historical meteorological data and flight plan data,the damage of the route is comprehensively analyzed from the perspective of the degree and scope of adverse weather's effects.And the segments that pilots need to avoid in route selection are identified.Considering the priority levels of different city pairs in rerouting,the OD pair allocation order model based on AHP(analytic hierarchy process)is established,and the travel distance is selected as the target to formulate the pre-flight rerouting strategy.In addition,this paper establishes the evaluation index combined with the actual operation,and makes a comparative analysis with an example.In this paper,from the perspective of the interest relationship between traffic managers and travelers,the classical game theory is applied to the principle of system optimization and user optimization.The purpose of this paper is to study the contradiction between the system and the user,convert the antagonism between the air traffic management unit's system optimal principle and the airlines' user optimal principle into the antagonism between the players in the game process,and use the classical game theory to describe the principle of traffic distribution,so as to achieve a win-win situation.To sum up,using the theory of game theory and the characteristics and advantages of rerouting technology,better solutions for the air traffic problem can provided,and can basicallyrealize the coordination between air traffic management units and airlines as well as the system optimal and user equilibrium principles.In this way,we can effectively improve the efficiency of air route network and the actual capacity.It has a certain guiding significance and application value for the air traffic organization and management in the future.
