With the rising of urbanization level in China, the ever-increasing of car ownership ofurban residents, leading to lack of supply of parking, and a serious imbalance betweensupply and demand of parking spaces. Additionally, with the lack of scientific parkingmanagement and slowly development of parking service level, we can see suchphenomenon, some parking lots overflowing with cars, but some other parking lots’utilization ratio is very low. Hardly and chaos for parking, has become increasinglyprominent. PGIS (Parking Guidance and Information System) is a forceful measure tosolve the problem of urban parking.As all we know, the parking guidance process of PGIS includes pre-travel-guidance,traveling-guidance, after-travel-guidance; Divided from the logical structure, PGIS isincluding four parts: information collection, information processing, informationtransmission, information release. These four parts do each duty by themselves, howeverthey are also tie together with each other. This paper is starting from the whole system,focusing on local parts, and then taking some key issues in PGIS system as the researchfoothold. These key issues are: parking behavior characteristic, PGIS routing guidancealgorithm, optimal parking selection model. On this basis, propose solutions to somepractical issues in PGIS system, such as:The designed and implementation of sub-parking management system based onRFID (Radio Frequency Identification): Collecting parking spaces information byRFID technology;Routing guidance system research of pre-travel based on Baidu map: the systemmainly implemented by Baidu LBS (Location Based Service) and BAE (BaiduApp Engine) technology.On the basis of the guidance process of PGIS, the former belongs toafter-travel-guidance; the latter belongs to after-travel-guidance.From the view of logical structure of PGIS, the former mainly in duty of theinformation collection work; the latter mainly completes information processing,information release work.
