At present, in aspects of the seismic design criteria for rural buildings, the traditionalapproach of determining the seismic design criteria is to adopt the same seismicdesign criteria, principle and method for urban buildings and rural buildings, notconsider the differences in seismic hazard characteristic, structure type and the levelof social and economic development in the urban and rural areas, not consider theactual situation of the income gap between urban and rural areas and the increasinglyserious class, Which leads to urban and rural areas must adopt the same seismicdesign criteria. it is not realistic for the rural areas whose economy is relativelybackward or the farmers who are relatively poor, it is very difficult for them to usethe same seismic design criteria. Especially some rural areas which are far away fromthe metropolitan area and the seismic intensity of which are relatively high, it is reallya greater challenge to face earthquake disasters. In addition, the country is given thestructure of the statistical significance of seismic standards, can not be fully complywith the actual level of development of the rural areas.Therefore, we need to study the rural characteristic and reasonable seismicdesign criteria, which provides a scientific basis for the formulation of rural buildings’seismic measures and provides the basis to make decision for implementing the ruralresidential earthquake safety project. The birth of performance-based seismic designtheory provides one scientific means for this research. In this paper, seismic designthinking is introduced to the rural buildings, Including three aspects of determiningthe seismic design criteria, vulnerability analysis and Calculating the seismicinsurance rate. the specific research contents are as follows:(1) Research on performance-based seismic design criteria for rural buildings.According to the rural Characteristics, the seismic capacity, the regional economicdevelopment level and other factors of the different regions of rural buildings, therural regions are divided into three levels of the village, the town and the county to becarried out in three areas of research. first, studying the reasonable multi-level seismic fortification criterion; secondly, rural buildings were classified only according to thedifferent function; thirdly, taking into account different regions whose village, townand county are developed in the different economy level as well as different structuretypes, at all levels of fortification we adopts different minimum seismic behavior andseismic design category.(2) Seismic Vulnerability Analysis of typical rural buildings based on thedifferent seismic fortification criterion. The typical rural buildings--masonrystructures are chosen as the main research object to do seismic vulnerability analysis.First, the rural regions are divided into three levels of the village, the town and thecounty, as well as the different state standards (different layers, different structuralmeasures, different brick masonry intensity and different mortar intensity) are selectedto make18typical masonry structure models. Secondly, considering the randomnessof the masonry structure model and the vibration,1080kinds of structure–earthquake ground motion samples are generated by using the Monte Carlo simulationmethod, and the displacement ductility ratio of structures are taken as the damagelevel indicators, then we use MATLAB program to do nonlinear calculation. Then weget different behavior of standard masonry structure model seismic fragility curves byregression analysis of large amounts of data. Lastly, according to the comparativeanalysis of fragility curves for each model, as well as the comparative analysis ofmasonry models’ fragility curves which are on the same damage state but differentbehavior of standards, rural regions are divided into three levels to study the seismicfortification is reasonable and feasible.(3) Determination of the typical rural buildings earthquake insurance rate. Basedon the results of the seismic vulnerability analysis of the typical rural buildings, andcalculating their possible earthquake losses, then we can determine the earthquakeinsurance rate. Considering the differences of the seismic hazard characteristicsbetween different regions, different shape parameter k (6,10and20) are taken indifferent regions. And then we can draw seismic hazard curves of the Seismicintensity of7degrees in different seismic hazard characteristics. Then come to theannual probability of occurrence corresponding to different suffered intensity. Based on the theoretical knowledge of earthquake loss estimates and earthquake insurance,we can get the earthquake insurance rate of the typical rural buildings. According tothe comparative analysis of the earthquake insurance rates of different fortificationcriterion of the typical rural buildings, the different risk characteristics are adopted indifferent regions and rural regions are divided into three levels to study earthquakeinsurance rate is reasonable.
