Liaoyuan is an important production base of coal industry in Jilin Province, an hastextile, papermaking,metallurgy,plastics, electronics, food and other industries.Jilinprovince is also the important commodity grain production base.Since2003,economy ofLiaoyuan maintains steady growth,a number of backbone enterprises develop rapidly, theindustry after years of decline, with the recovery growth.At the period of "Eleven five",Liaoyuan city in the economic development policyof industry set up city, accelerate the pace of economic construction. The western cityof Liaoyuan is located in the Development Zone, the private economy in LiaoyuanLiaoyuan health industry development zones and Dongliao County Economic DevelopmentZone Three Zone, is an important area ofindustrial projects settled in Liaoyuan, the maindirection of future economic development.Western Liaoyuan load respectively by66kVLiao four A and Blines and Guoyou B line by220kV Liaoyuan and the National Dayvariable power. In2006Liao B line maximum current were respectively241A,199A,Guoyou B line maximum current were respectively270A,140A, in thepresent power network structure,the four66kV line for long distance, heavy electric sendthe task load, according to the Yongqing intends to turn with the load forecasting result,by2010the regional load will be76MW,at the period of "Eleven five",regional powergrid and network load with an average annual increase rate is respectively10.02%and11.54%.Now power grid structure and present Liaoyuan economic development layout doesnot adapt. In the western of Liaoyuan construction a220kV substation, can providingreliable power support for the local economic development, to perfect the constructionof regional infrastructure and improve the investment environment has active significance.This paper first summarizes the research background and significance of the topic,expounds the feasibility of power grid construction project and the project basic theoryknowledge. Then on the basis of the feasibility study of the project related theoreticaldiscussed feasibility of Liaoyuan Yongqing220KV power transmission project,through systematic analysis and study, proposed the idea of project feasibility analysis. At thesame time, according to the actual situation of Liaoyuan Yongqing220kV powertransmission project construction of the project feasibility evaluation index system.The papermainly analyses the feasibility of the construction scheme of the project, from the aspectsof substation locationconditions, line design scope to carry out a feasibility analysis;andaccording to the feasibility analysis, estimation of projectinvestment and project economicevaluation and financial evaluation, from the estimation according to the actual situationofthe return on investment projects cycle perspective, the construction of the project isfeasible in economy.Finally, according to the feasibility of constructing the index systemof project, using fuzzy comprehensive evaluation method evaluate the feasibility ofYongqing220kV power transmission project, the evaluation results show that the projectis feasible.The project feasibility evaluation of the project has an important reference valuein actual construction behind.
