With the general improvement of economic level and living level, the vehicle has gradually become an important role in people’s lives, which undoubtedly causes a phenomenon that the retain number of automobiles into the explosive increase.This phenomenon has a direct impact on city’s traffic conditions, and leads to many cities have to face parking problems. Besides, because our country’s urban land is extremely lacking, we can not relieve parking problems by constructing a large number of off-street parking lots. However, as a important supplement to off-street parking lots, curb parking has gradually become an important part of the parking system because of its unique flexibility. Currently, the majority of curb parking fees in our country are still using manual work and meter. Among them, labor costs have a lot disadvantages, such as a waste of manpower, difficulty to achieve automatic timing charges, difficulty to manage and so on. The meter charges also exist some shortcomings, such as the destruction of the earth’s surface, a single timing model, difficulty to monitor. Therefore, it is a necessary and urgent task to research and develop a parking charge system which is suitable for curb parking. Its establishment has a huge significance on alleviating parking problems, providing convenience for travel and increasing the revenue of government.On the basis of making an intensive research on the recently technologies and approaches in domestic and overseas of parking charge, this paper does the further analysis of the existence problem of curb parking collection system and propose a new curb parking collection system, which is composed by vehicle detection device, handle charging machine and a remote monitoring software. The system has a lot of advantages, such as automatic timing charges, query parking informations, automatically adjust parking rates based on the time period, support two kinds of payment method which are credit card and cash. It will make up for deficiencies of existing curb parking collection system.The main part of this paper focus on designing of three parts of the parking system, and these parts are vehicle detection device, handheld charging machine and remote monitoring software. First we design a new type of vehicle detection device by using the technology of GMR and ZigBee. It can not only detect whether the parking spaces are occupied, but also identify the models of vehicle. In addition, it does not destroy the earth’s surface and can reliably transmit information. Then, we use the embedded microprocessor S3C2440A based on the ARM920T core to design a handhold charging machine, and the design process is divided into two parts of the hardware and software. The hardware section includes a power supply circuit, a clock circuit, LCD interface circuit, a serial interface circuit, USB interface circuit, the memory module circuit, the JATG interface circuit and the reader module circuit. Software section includes the transplantation of RT-Linux embedded real-time operating system, the production of YAFFS file system and the transplantation of QT/Embedded. Finally, we design a remote monitoring software based on SQL Sever2000database and Visual BASIC6.0, which can realize a parking information query and information statistics, whether the corresponding section of curb parking and so on.
