| Parking problem is a product of urban development. With the rapid development of the country and highly motorized speed, the parking problem has gradually become the focus of city traffic. Beijing's parking problem not only reflected by "hard to stop", but also the problem which caused by"hard to stop". On the one hand, there is an evident gap between supply and demand of parking facility, car owners have no place to park; On the other hand, parked vehicle occupied bike lane and sidewalk space. As a result, walking and bicycle traffic space have been squeezed, the right of way was violated. Also, it may cause many traffic safe problems.As a part of the whole city parking system, curb parking has obvious advantages and disadvantages, which determined that it was a supplement of the off-street parking. In dealing with curb parking problems, we can not simply limit or blindly expand the supplies. Road resources are limited, how to find a scientific and rational way to maximize the whole parking benefits and minimize the influence of the road traffic is the focus of the paper. In order to establish a people-oriented and sustainable development traffic environment, it's very important to study the planning and management of curb parking.This paper begins with the analyses of parking's basic characteristics. For the core area, the central area and the external area, they have different characteristics, so it requires different curb parking policy. Through looking for information, on-site observation, and other means of investigation, the paper found the problems and reasons. These problems have many causes, this article give a deeply analysis, on the planning, management and investment environment.To study the impact of curb parking on road traffic flow, the paper established motor speed impact model and delay model by investigation used traffic flow theory to analyze the conflict in roads which have no separation between vehicle and bicycle. Also, Level of service is considered as refer to the study of the road which have separation between vehicle and bicycle. According to the model result, as well as survey data, we get the ration criterion of setting curb parking.On the aspect of curb parking set method, the curb parking setting technical is brought forward. The design steps of curb parking are analyzed from the road and traffic condition. In this paper, author compared the differences of curb parking setting in varies road cross-section, study their strengths and weaknesses, and give each setting a reasonable apply condition. Try to put forward several new forms of curb parking in cross-sectional layout, with a view to a more reasonable and the intensive use of limited road space and reduce disruption of dynamics traffic caused by curb parking.Use traffic simulation technology to study the curb parking setting forms. One of the simulation result indicate that set curb parking in left is better than in right in the form of road with separation between vehicle and bicycle.In the planning and management, the paper based on analysis of the of curb parking facilities supply and demand, give the way of parking control analysis of the idea of the scale. Then, set up curb parking planning principle. Based on game theory, offer the city parking policy. Advanced study at home and abroad in the way of curb parking management experience, give specific countermeasures and suggestions to Beijing the aspects of curb parking management mechanism, means of management, parking fees and so on.Finally, sum up the results and outlook for the future research directions. |
