Based On BT Model Study On Construction Of Fenshui Town’s Plaza Project In Tonglu County

In recent years, with the development of national basic policy of urban an d rural economic and social arrangements, throughout the urban and rural devel opment, promote the integration of constant exploration and practice. In practic e, the government of township over investment in the city infrastructure constr uction and increasing. A serious lack of construction funds in the circumstances, the government tried to infrastructure construction through the diversification o f investment and financing channels. Take the BT mode of the construction of city infrastructure is one of them. BT mode can achieve investment diversifica tion, risk sharing, benefit is single, not only effectively reduce the financial pre ssure on the government, but also because of its new system, management, cle ar responsibilities, than the traditional government alone investment mode is mo re efficient.However, as a new way to attract private capital to participate in the BT mode, or a foreign affairs for many local governments, lack of professional kn owledge and relevant system. The BT model of the literature review, the devel opment history, domestic and foreign BT model theory and mode of operation. On this basis, analyzed the current situation of application of BT model in th e infrastructure construction of Tonglu, from the aspects of the key link, BT m ode of contract risk, legal relationship, cost estimating, analyzes the existing pr oblems of Tonglu BT mode and the countermeasures were put forward. The pr oject BT mode of Tonglu Fenshui town as the research object, has carried on the example analysis. The research results of this paper can provide reference f or local government to explore the diversity, standardized the financing platfor m and construction.
