The design of Watt-hour meter measuring precision and sensitivity in thefield of practical application, calls higher requirements on measurement accuracyof watt-hour meter, it is particularly important to periodically check forelectronic watt-hour meter. Currently watt-hour meter that is widely used inelectronic usually has pulse output device each, which is mainly used to indicatethe working state of watt-hour meter. At the same time, watt-hour meter, as theterminal of electric energy metering, has a wide distribution range, which isdifficult and time-consuming to check, else returning to the factory check coststoo much. Based on the situation, this paper designed a kind of electronic watt-hour meter on-site checking instrument based on the SOPC technology. At thesame time, in view of the modern ways of distribution of the electric meterclustering, the design adds GPS chip in the system, maximum reduce missing orfalse detection.The verification system using Altera company’s Cyclone Ⅱseriesprogrammable devices as hardware processing unit, in using NiosⅡsoft coreprocessor technology realizing high-speed processing of the data flow andcontrol. Using FPGA digital phase-locked loop (ADPLL) control the16bit A/Dconverter ADS8365realize the synchronous sampling of electric parameters. Bycounting the frequency conversion that watt-hour meter input, electricalparameters can be converted to frequency. Pulse-alignment algorithm wasadopted to realize the timing accuracy of measuring. Using the GPRS wirelesscommunication unit MC55to upload the calibration results and location data tothe center data server.This Paper first briefly introduces the developing situation and thebackground of the electronic watt-hour meter, expounds the electronic watt-hour meter calibration methods of implementation and also the application limits, the practical significance and the rationality of adding the auxiliary GPS chip tothe watt-hour meter calibration are discussed. Secondly, specitally intronduce theinstrument hardware and software design. Hardware design mainly includes dataacquisition, data processing and data fusion module design, and the FPGAsoftware design flow chart is given. Finally, simulation and debugging for theverification system adding the GPS unit were done, testing the real-timeprocessing and uploading positional information and calibration data.
