Preliminary Study On Planning Of Flood Control Regulation Line For Medium Or Small Rivers

Flood is one of the major natural disasters that human beings are facing. Thehappening of flood is random, flood control engineering measures are very necessary.Since the founding of new China, the country has organized a large of flood control works,flood control system of rivers and its main tributaries have been gradually perfected. Butthe vast majority of small and medium rivers without systematic planning management,flood control engineering is still fragmented. Flood control planning is a generalarrangement of preventing and regulating a certain river basin, river course or region flooddisaster, including of flood control engineering planning and flood control regulation lineplanning.Planning of flood control regulation line is part of the flood control planning, it isalso one of the basis of the flood control work. the current, river channel management isnot clear, without flood control engineering system, economic development and regionalflood control is not harmonious, the same order of magnitude of the flood damageincreased gradually, etc, strengthening the study on planning of flood control regulationline for medium or small rivers is very necessaryAt present, the research on planning of flood control regulation line is mainly aimedat major rivers and important estuaries, with the rapid development of urban economy andthe advance of rural well-off society, flood control planning work on small and mediumrivers has also been on the agenda. Studying on planning of flood control regulation linefor medium or small rivers, the set of the river, play a positive role of the economicdevelopment and region security. On the basis of former research, in this paper, researchon planning of flood control regulation line for medium or small rivers from the followingaspects:(1) Systematically review and sum up research progress of the flood control planning,planning of flood control regulation line and related theory, lay the foundation of studyingplanning of flood control regulation line for medium or small rivers.(2) From the relationship of the flood, flood damage and flood control, flood controlplanning and flood control engineering, lead to the importance and necessity of making theplanning of flood control regulation line for medium or small rivers. Put forward contentsand methods of planning of flood control regulation line for medium or small rivers,compare and analyze the difference of mountainous area, plains and estuary.(3) Take LongHua as a study area, study the flood control requirements, formulate theflood control standard, according to the regional meteorological hydrologicalcharacteristics, the different methods of different rivers, compute the design flood.Compareand the usability of the method and reliability of results, determine a suitablecalculation method of the design flood for every river.(4) As an example of SanChaKou—A tributary of the Luanhe River(in Hebei Province). Firstly, use constant non-uniform flow principle, carry out water surface linecalculation procedure to compute natural water surface curve.Then, calculated and theriver regime analysis, various arguments, draw out the SanChaKouChuan flood controlwires. Finally, through the analysing and comparing design standard flood river, the waterflows along the planning of flood control realigning, reduce the scope of flood68%, thebenefit is remarkable.(5) Finally, summarize the research work and insufficient study. Put forward someSuggestions on planning of flood control regulation line for medium or small rivers in thefuture research.
