Yandu district, Yancheng city, is located in huai river basin. As plain river network area covered densely with drainage network, Yandu has a system of watercourses. And the drinking-water success rate had been up to100%in2010. However, the water quality was polluted by the following impactors as the developed livestock and poultry, aquaculture and agricultural non-point pollution source. Moreover, the impact of urban pollution on rain is a great threat, and shipping pollution also causes direct harm to water bodies. Apparently, the environmental situation of surface water in the whole region is still extremely serious. Therefore, in order to and the good development of the city, protection of water source, which can ensure the safety of using water, is a hot issue in environmental impact evaluation. It can provide theoretical basis for government’s policy making, as well as reference to scientific research.In this paper, we selected Yandu district as an example, and studied protection of water source. Phthons river water quality model was constructed, and its parameters were studied, basing on the uncertainty of water environment system. Thus, we detailedly analyzed safety of drinking water by evaluating water quality actuality, analyzing key pollution source, monitoring main pollutants into the river and controlling emissions. Based on above analysis, protection technology was ultimately put forward.The conclusions show:(1)Main problems of water source and the main influencing factors of the water environment were studied. The route of technology for water quality and early warning was drawn up, and the emergency response plan for pollution is determined.(2)Water quality model has two types of certainty and uncertainty. With the analysis of the uncertainty in water environment, the trend of the uncertainty model’s development is pointed out. Aiming at the concrete hydrological characteristics of Pythons river, Yandu district main channel, water model was constructed by the principle of uncertainty modeling of water quality model. Model parameters were analyzed. This provide some certain theoretical basis of water quality prediction.(3)Using single factor index method to evaluate current situation of water quality, the pollution degree of the water body was determined to light pollution. The main causes of pollution are total phosphorus, chemical oxygen demand and total nitrogen by integrated pollution index. Water is given priority to with organic pollution. The key pollution sources within the territory (Livestock and poultry breeding pollution, Aquaculture pollution, Agricultural non-point source pollution) were analyzed. Calculating various pollution’s pollutants and it’s amount into the river, counting water environment capacity, and considering limiting pollution gross, the reduction of final quantity is determined to be COD13102.3t/a and NH3-N468.4t/a.(4)From the perspective of environmental planning considering the protection of water resources, delimiting the scope of protection, ascertaining protection requirements, the conservation measures for Large ZongHu (Pythons river source) and Pythons river are drafted. Aiming at the livestock and poultry breeding, aquaculture, agriculture non-point source the three main sources of pollution, the corresponding pollution control and management measures were respectively put forward.Stated thus, the measures of water source protection and methods of pollution control, which were put forward by this paper, can provide the theoretical basis for water pollution control, ensuring the water quality and safety.
