With the development of national economy, electric power industry also has gotrapid progress, during the twelfth five-year plan, the investment of our power grid isas high as220million yuan, but because of limitations and backwardness of ourelectric power industry’s current investment system, operation mechanism andmanagement system, there are still many problems to be solved.The life cycle cost management that based on long-term economic benefit ofproject, system or equipment is a management idea and method which makes lifecycle cost minimum and comprehensive efficiency optimal. It is comprehensiveconsiderd planning, design, manufacture, purchase, installation, operation,maintenance, renovation, dumping of project, system or equipment.Substation is an important node of voltage change, power transmission andpower distribution, and it has a large proportion in the electric power construction.So it is worth taking power gird enterprises, universities and other institutions toresearch how to make a new substation more reliable and economic. After a lot ofexperts and scholars’ research and application, life cycle cost theory has massiveoutstanding achievements correlating with various fields in power system includingassets of power grid, substation design and renovation, selection of powertransmission and transformation equipment. But these achievements don’t researchcapacity of main transformer, number of main transformer and year to extend. Theseachievements don’t research building sequence of transformation equipment withdifferent life which can cause impact on the total life cycle cost of substation projectin design life of substation.This paper depends on the new technology research on substation projectbased on life cycle cost project cooperating with Hunan electric power designinstitute. Presenting substation project’s LCC estimation model on the basis ofdifferent definitions of life cycle and their relations, the definition of life cycle cost,general analysis of life cycle cost, constituents’ decomposition of substation and costanalysis of decomposition. This paper puts forward some applications includingselection of capacity and number of main transformer, selection of importantsubstation equipment and life matchin of substation equipment on substation designbased on life cycle cost. Combined with proposed method, it designs and realizes substation project optimization and decision system based on life cycle cost on thebasis of introducing general principles of system design, describing the reason whysystem uses B/S mode, java language and Oracle database, discussing functionmodule design of system, solving difficulties of data collection and high demand ofsecurity. The example shows good results that reduce life cycle cost of substationand improve the reliability in substation project design which applying life cyclecost.
