Vehicle delay at signalized intersections is the most important measure of running efficiency and service level. It not only reflects the drivers discomfort, restrain, oil consume, time lose, but also reflects the rationality of signal control and design. The formulation and analysis of delay model is very significant to signal service level and design. Most current vehicle delay models at signal control intersections are formulated according to a single approaches, this paper presents the delay analysis methods for vehicles at signal control intersections which are refered to all the approaches at an intersection in the same signal cycle.This paper mainly analyzes the control delay which mainly at urban signalized intersections. This paper talks about vehicles movement characteristics of arrival and depart process. Through analyzing the operating states of vehicles passing through the cross-section at queue end and stop-line, the new expected delay calculation microscopic model under the non-saturated condition and the saturated condition at signal control intersections are proposed and deduced, which shows the dynamic relationship between the expected signal intersection delay and the parameters of signal control, vehicle arrival rate and the queue length. Through the headway analysis of the intersection delay model under non-saturated and saturated flow condition, makes the delay calculation more operational, and uses two specific cases to illustrate the new expected traffic delay model calculation method.Finally, this paper takes the example of Changsha Jiefang west Rd/Jianxiang Rd intersection to calculate the intersection delay by the model. The calculation results are compared with the calculation results of HCM2000and spot sample method, which show that the deduced model can be used as an effective way to analyze and evaluate the traffic delay at the signalized intersection, and it provides useful information for further studying adaptive signal control method and establishing performance index function of signal control parameters optimization.
