With the fast development of port and maritime industry in China, a majority of Chinese ports are keeping an increase in good throughput. Consequently, those ports are faced with a huge challenge for handling so many goods. Among the researches on optimizing port operation, the problem of scheduling and control of port transportation vehicles and handling machinery has been a long discussed topic. Due to no effective methods of positioning and real-time monitoring port vehicles and machinery in past days, many bothering problems has been found. Those problems include:poor working environment (e.g. dust pollution) for tallymen, traffic chaos and so on. It is significantly essential to innovate the conventional scheduling and controlling pattern of port vehicles and machineries. In order to solve the problems, in this paper, the control and scheduling system of port transportation vehicles and handling machinery based on real-time information is analyzed and discussed, which includes the following aspects: the first is the application of GPS positioning system in handling machinery and port transport vehicles, with some analysis about the factors affecting the positioning accuracy; then the application of IC card and radio frequency system (RFID) in transportation vehicles are specifically discussed; the third part is the design process of the control and scheduling system of port transportation vehicles and handling machineries based on real-time information, and the corresponding illustration of tallying work; the fourth aspect is some suggestions against the proposed system for improvement. At last, based on the current situation of Longkou Port, the fuzzy comprehensive evaluation method (FCE) is employed in this paper, for a quantitative assessment on the proposed system. The results show that the system designed in this paper has good performance in technical property, as well as prospective potential in financial effect, port-internal management and customer satisfaction.
