Pavement Management System is a comprehensive modern management techniquewhich is developed to meet the demand of large-scaled, high-efficient and high-quality roadmaintenance management. It will help to know accurately the current road conditions and thefuture trends, and it will also help to arrange medium and long-term fund plan based on thescientific forecasting, making pavement management decisions more objective,information-based and scientific. With the development of highway construction and theformation of highway networks, the issue of highway maintenance and management becomesincreasingly important. Pavement Management System (PMS) is now gradually applied tomanagement departments, whose maintenance and development are also particularlyimportant. Nowadays, although the combination of Pavement Preventive Maintenance andPavement Management System is gradually accepted by various departments, to establish andimprove mechanisms for maintenance and management still requires us to conduct furtherexploration and research.Proper pavement preventive maintenance should be based on pavement performanceindex and take appropriate measures at the right time and place, in order to get appropriatepavement functional recovery. And among this, there has not yet been established effectivederivation and models between "Pavement Performance Index" and "time","place","measure" and "functional recovery". In addition, road maintenance funds are always limited.There must be a scientific solution to keeping highway pavement in the best level of serviceor produce the greatest economic efficiency by reasonably allocating limited funds as well astaking economic, efficient and proper conservation measures to reduce various diseases andextend its service life.Supported by a certain highway project in Guangdong, this article aims at testing thehighway performance, evaluating the pavement functional conditions and establishing roadpavement performance model and prediction. According to the established comprehensiveevaluation model of pavement evaluation and the adopted evaluation index, the applicationsoftware assessed the road sections to know the best and worst road sections to providepriorities of road maintenance for the departments of conservation and management. Based onthis, the departments use limited conservation funding to make decisions of repair andpreventive maintenance to targeted pavements. The launch of the research is especially goodfor improving highway pavement performance and extending the service life. Meanwhile, as amethod of conducting a research, the article also has important reference value for the preventive maintenance programs of other highway pavements.
