Pavement Management System is to adapt to large-scale, high-efficiency and high-quality road maintenance management requirements and developed a comprehensive modernmanagement techniques that will help accurately grasp the current road conditions, futuretrends, based on the scientific basis for forecasting long-term arrangements capital plan tomake road management decisions more objective, information technology and scientific. Withthe development of highway construction and highway networks gradually formed, highwaymaintenance and management issues become increasingly important. Pavement ManagementSystem (PMS) is gradually applied to the management department, its maintenance anddevelopment were also particularly important. Nowadays the pavement preventivemaintenance and pavement management system is a combination of pavement managementgradually accepted by the various departments, but to establish and improve mechanisms forthe conservation and management also requires us to conduct further exploration andresearch.Correct pavement preventive maintenance should be based on pavement performanceindex, at the appropriate point in time and the right place and to take appropriate measures toobtain appropriate pavement functional recovery. Based on the pavement performanceevaluation and prediction of the road, the establishment of long-term road maintenance andrepair pavement management planning program can be good for road department to know thelong-term pavement maintenance systematically and scientifically. But, the road maintenancefunds are always limited, how to allocate the limited conservation funds rationally, adopteconomic, efficient and reasonable means to reduce all kinds of diseases, extend the pavementlife, and make then most highway pavement be in good level of service or have the greatesteconomic, we need a scientific approach to optimize the allocation conservation funds.This paper relies on HeLiuye highway asphalt concrete pavement maintenance and repairprojects, used historical road conditions data of the road, established the pavement performanceprediction models based PAVERTM pavement management system,. By determining the typeof work, conservation programs and budget, exported and researched the feasibility andeffectiveness PAVERTM which is be applied to preventive maintenance of the road.The work carried out to improve highway pavement performance and extend the pavement life isimportant. Meanwhile, as a method of research, for other highway pavement preventivemaintenance program development, also has important reference value.
