With the further reform and opening, dispatching management in distribution gridshould serve the economic construction and social needs highly by meeting the indicatorneeds of higher supply security, reliability, quality and so on. However, in the process ofdistribution dispatching and practical operation, there will be some operational accidentsinevitably owing to management and technical loopholes, which resulting in greater economiclosses and negative social impacts. To analyzing the causes of this phenomenon, the linksbetween the sending of dispatching order and the subsequent practical operation is improperand thus trigger a chain of mismatch, resulting in an accident processing delay and extendingthe power outage.To this end, we demonstrate dispatching management status and features deeply inDongguan area for definition and classification of dispatching operations on the distributionnetwork places, types, and potential source of danger. The risks in distribution network aredivided into field operations and dispatching aspects. By using the main network dispatchingrisk assessment system for reference, the distribution network risk indicators gives qualitative,semi-quantitative and quantitative evaluation and optimizes distribution network riskassessment system. Distribution network dispatching operations for risk assessment are usedby safety factor method and fault tree method, which effectively improve the level of safetyand reduce risk.Safety factor method applies a risk matrix composed of scared degrees S and probabilityP for assessment. With the use of manual by risk identification and prevention forre-assessment, a new risk matrix would be established. The method is used in switchingstations, ring main unit operation and overhead line patrol operations of an example of thepractical application, and then come to a comprehensive evaluation of the entire operation ofthe distribution network dispatching operations.Fault Tree Analysis mainly focused on aspects of the distribution network dispatchingsystem failure, such as issuing the order, dispatching mistake, misoperation and other eventsto assess, analyzing the existing distribution network dispatching system and technicalsupport system link.Misoperation will be leading to the top event of the fault tree as part ofthe dispatched factors, and establishing a distribution network security incidents dispatchingmodel. After preparing fault tree and constructing fault tree structure function, the minimalcut sets will be identified. According to the conclusion that structural importance sorted weget the risk of weak points. By analyzing the reasons for the accident in dispatching management and practicaloperation, distribution network effectively alleviate the contradictions between efficiency andsecurity of supply in power supply enterprises, reducing the gap between distribution networkdispatching operations and the main network.
