In this dissertation, on the condition of the absence of the comprehensive safety assessment system of gas transmission and distribution networks at present, for the first time, the pattern composed of reliability evaluation, based-risk management and integrity management is introduced into safety control measures of gas transmission and distribution networks followed by discussion according to the reality.Reliability evaluation aims at making qualitative analysis and quantitative analysis of gas transmission and distribution network safety conditions. Taking that operator's property is restricted into account, it offers scientific suggestions with pertinent and clear statement that how to monitor, maintain, or replace the pipelines containing defects.Risk-based management has been the focus in recent years, bringing some subjective factors into the assessment system, it strives for the optimal reference point of cost, economy benefit and social benefit, meanwhile guaranteeing systems reliability.Appearing recently, integrity management program, which emphasizes on safety benign circulation, is deemed to be the comprehensive method used by operators with their changing views and increasing competency in the markets.All kinds of methods mentioned in this dissertation are convenient for personnel to understand and operate by choice, according to the characteristics of pipelines under discussion.
