Traffic congestion is a serious problem faced by cities around the world intheir development process, which has serious impact on the coordinateddevelopment of urban traffic. Find effective mitigation method has become animportant way to solve the traffic congestion problem. At present, the urbantransportation infrastructure and management level have been unable to adapt tothe needs of development in cities, and this becomes the bottleneck of restrictingurban social and economic development. Traffic congestion phenomenon spreadsfrom point to line, from local to the whole network. Due to the increasing traveltime, rising operating costs. Therefore, scientific forecasting network traffic atvarious moments in the future of health has a very important practicalsignificance. In this paper, it travels to ease the further development of the roadnetwork traffic congestion by choosing the shortest way.This paper selects permanent congestion as research object. Firstly,elaborated the concept of road traffic congestion, attributes, and characteristics ofthe traffic flow to generate traffic congestion, road network traffic flowconstraint relations, transitive relation were studied. Road network trafficcongestion evaluation method as the theoretical basis for the establishment of aroad traffic congestion evaluation system, select the evaluation indexes, theintroduction of fuzzy hierarchy comprehensive evaluation method to carry out acomprehensive evaluation of each evaluation. Target the lowest level of trafficcongestion to the entire road network system to explore the road trafficcongestion triage decision-making method. Through the shunt flow calculationand divert traffic path selection theory, a reasonable guide to the parallel sectionsand theoretical analysis of the impact shunt factors and threshold. Theapplication of simulation software VISSIM then build a simulation platform todraw the road network, for example, compare the before and after the diversion of the road traffic data and traffic operating conditions, theoretical analysis ofinfluence factors and the critical value of user travel time benefits. Trafficcongestion evaluation model and simulation technology were applied to analysisand comprehensive evaluation of sections of the congestion and the congestion ofthe road network.
