Engineering control network historically has targeted features, or serving in engineering lofting, or serving in deformation monitoring of engineering building and so on. The Automobile Testing Ground (ATG) engineering control network is specific to construction moulding of complex and diverse road facilities. At present, the research of this new engineering control network optimal design has just started in China. Measuring design and construction techniques of the ATG project has not yet formed from corresponding codes and standards. Therefore, as for the current under or future construction of the ATG, it is especially important to provide control survey scheme which can meet the requirements of construction and design.The Circuit Road for High Speed (CRfHS) is the major facility in the ATG. It represents the level and the scale of the ATG to a large extent. The curved section of the CRfHS is usually designed for three-dimensional space curved surface. In the process of pavement the error of setting-out point’s horizontal position causes the error of setting-out point’s elevation which in turn affects the paving thickness. Firstly, this thesis put forward a method that can deduce and calculate control network design accuracy on the basis of the CRfHS paving thickness tolerance. Then, the control network optimal design is worked on in accordance with control network design accuracy and known network form. When the traverse network accuracy estimation proceeds, the model of traverse network rigorous accuracy assessment which considers the effect of initial data errors is used, and optimal design mathematic model is provided on the basis of that model. Algorithm design is proceed on the basis of given observation accuracy optimal design model, and it is implemented by redacting program. Finally, the control network optimal design is proceed via certain ATG engineering project. Referring to the specification for precise engineering survey, control survey technical proposal which can meet the requirements of construction and design is provided.This thesis proposes that the curve track point positioning variance in normal direction is used as the accuracy design criteria of the CRfHS traverse network by research. The track point whose plane accuracy requirement is the highest, making its variance in normal direction meet the requirements of design is the plane accuracy requirements of the CRfHS traverse network. The CRfHS traverse network control survey observation scheme is an optimal design according to the ATG engineering project. The calculated result shows the control network established on the basis of concluded observation scheme can meet the requirements of ATG construction and design. These conclusions above-mentioned may have reference value in the ATG engineering construction.
