In recent years the transport market is becoming more competitive, in order to meet the needs of economic and social development, China’s railway learn from the successful experience of passenger transportation organization in order to implement the online way of handling freight business, the implementation of the "real-freigth system" freight organizational reform. Which, based on the physical preparation of plans, timely loading hanging tissue organization of the railway transport of empty container repositioning proposed new requirements, to promote "real-freigth system" re form and improve the efficiency of transport organization is significant. The implementation of "real-freigth system" reform can reduce the timeliness of boxed goods to customers, according to "ensure that key, just open, focus on efficiency and effectiveness" principle, the development of an open and transparent approach to capacity allocation automatically handled by the computer, the implementation of the loading queue, first-served basis, voluntarily accept supervision and customer, and the customer can choose single or full integrated logistics services according to their needs.In this paper, drawing on previously empty container transportation problems related research foundation, combined with the requirements of reform,"real-freigth system" to build empty container transportation optimization model in line with the new situation, the main contents are as follows:(1) This article first make an overview of research for railway container transportation problem in determining the scope of the system, based on the problem of empty container repositioning simple analysis, and analyzes the core issues empty container transportation. Then the contents of the "real-freigth system" reforms were elaborated in close connection with the "real-freigth system" reform in the context of the premise, focusing on analysis of the new factors "real-freigth system" for railway empty container transportation. Clear goals under "real-freigth system" transporting empty containers need to focus on issues to consider, namely the maximum extent possible to meet customer timeliness of boxed goods.(2) The timeliness of customer goods packing qualitative analysis of quantitative research results into a pair of container turnaround time, and the introduction of empty container transportation cost objectives, given the constraints, the establishment of a single objective-based container turnaround time for empty containers transported mathematics model and dispatching optimization model based on turnaround time and empty container repositioning costs double the target empty railroad containers. (3) Choosing Shanghai Railway Bureau, for example, selected24major business receiving stations, carry cases and the correctness of the model calculation, verification of effectiveness. We use LINGO software to solve the two models. Ratio of empty container transportation programs and optimal target under different models, concluded that on one hand, it will make you want to reduce the cost of transporting timeliness of transporting weakened; on the other hand, if the goods are loaded as much as possible to meet customer box timeliness, will increase the cost of transporting a certain extent, reduce the income of the railway. This is "real-freigth system" reform rail freight need to weigh the issue.In summary, based on a combination of qualitative analysis under "real-freigth system’" empty container transportation and quantitative analysis to verify the correctness and validity of the model, to provide a reference value choice "real-freigth system" under the railway strategy for repositioning of empty containers.
