China’s rapid economic developments make more demands of rail transports. Compared to traditional manual making EMUs’ plan, using the computer programs to prepare EMUs’ plan has the advantages of high quality and high efficiency. The former will gradually be replaced by the latter. But the status is the actual making EMUs plan and train diagrams have a significant disadvantage which is in terms of compatibility. As a powerful organization of the national railway train basic conditions for EMUs, EMUs planning system has become an important component of diagram scheduling system. In summary, to enhance the level of standardization of the motor train sets’ operation efficiency, it must rely on EMU planning system’s continuous improvement to achieve the goal.The paper focuses on EMUs planning system’s needs analysis and overall design. Then it introduces how to solve the problems by applying the greedy algorithm, simulated annealing algorithm and genetic algorithm. Finally, the paper uses Matlab and the greedy algorithm to solve the problem further.The paper is organized as follows:The first chapter focuses on the currently domestic and foreign EMU use planning system, the status of scientific research. The second chapter describes the system requirements, resulting in EMUs planning system solutions. The third chapter analyzes the system goals, and does functional analysis. The fifth chapter introduces the following algorithm:greedy algorithm, simulated annealing algorithm and genetic algorithm. Chapter VI uses the Wuhan-Guangzhou high-speed railway as an example to discuss the system.At last, the paper points out the existence of deficiencies in the system.
