Study On Subsidy Calculation Method Of Public Transportation

As a national strategy, priority to the development of urban public transport is also an important tool to solve the increasingly prominent issue of urban traffic. Then our government puts forward to "Bus Priority" strategy, and gives financial subsidies to public transport for policy-related losses caused by the development of urban public transport, so as to realize the governmental public functions, improve public transport quality of service, maximize social welfare and ease a variety of urban diseases caused by urban traffic problems. However, it is too difficult to define and measure for policy-related losses which are lack of effective subsidy implementation strategy. As a result, the pressure on public transport subsidies is more and more big and the efficiency is more and more low. Therefore, it is particularly important to explore the reasonable method of calculating bus subsidies and implementation strategy.In this thesis, as the basic units, bus lines are explored for the methodology of calculating bus subsidies. The thesis consists of four parts:The first part, the findings of research and the conditions of bus subsidies at home and abroad are summarized.The second part, the general methods of estimating bus subsidies are summarized and the problems of methods are also analyzed. Particularly, the problem of public transport subsidies is deeply analyzed which lays the foundation for subsidies implementation.The third part is based on the cost of regulation theory and agency theory. First of all, theoretical basis of bus subsidies is analyzed under "Bus Priority" strategy and the establishing basis of model of calculation is reasonably proposed. Then bus subsidies are divided into two parts:ones are operating subsidies based on the cost of regulation; the others are incentive subsidies on quality of service. Secondly, the appropriate calculation model of subsidies is established and then is solved rightly the model. Finally, suitability and operability of the model are verified by instances. The fourth part propose bus subsidy calculation method implementation measures in three aspects, improving the public transportation cost of regulation methods, strengthening incentive subsidies on quality of service, promoting the authorized operating subsidies implementation of the bidding. In order to ensure the smooth and effective implementation of the bus subsidy calculation method, some advice is given from aspects of subsidy funding sources, objects and forms of subsidies, subsidies for the evaluation and supervision.
